Surface Transportation Land Use Master Plan

Project Introduction

This plan was funded through TDOT’s Surface Transportation Program (STP). Oakland uses the STP program to fund the paving of streets. The program is similar to grants with matching funds, but it does not have an application process. At the end of the cycle there is sometimes money left over that is not enough for a construction project. This planning effort was funded with these left over funds.

Project Description

• An inventory of Highway 64, SR-194, and SR-196.
• A look at the Main Street/Central Commercial Area.
• Identify opportunities and constraints for multimodal transportation connectivity.
• Provide recommendations on multimodal connections, commercial center development, and Highway 64 development & access.
• Identify funding sources.
• Prioritize construction projects.


The Master Plan's Purpose

• A reference to make decisions for construction projects.
• A source of ideas and guidelines for future development.
• Not a construction document but can be used to budget construction projects.


Project Status

• Several project team visits to Oakland.
     – Photography and street measurements.
• Street and sidewalk inventory and analysis.
• Streets, driveways, and commercial center mapping.
